Traffic Management Implementer

This traffic control training course is designed for personnel who are required to set up traffic control, traffic management, and traffic guidance schemes within a worksite. Implementation of a traffic management plan allows the qualification holder to deploy a work site, monitor traffic control and safety of the worksite personnel, and remove signs and devices at the completion of work.

Course Overview

This course addresses the skills and knowledge for personnel responsible for traffic management on a site to implement a work zone traffic management plan in the immediate vicinity of a workplace.

This course does not qualify a participant to control traffic with a stop/slow bat or boom gate, or to modify existing traffic control plans.
This program is suited to those who have traffic controller experience and wish to further their career within the traffic control/management industry

To obtain a SafeWork NSW Traffic Control Work Training (TCWT) card, training and assessment must be carried out by a SafeWork NSW approved training provider.

Learning outcomes

Identify safety implications of traffic control at road works and personal responsibilities

Set up, monitor and close down traffic control devices according to a nominated
TGS/TMP, to WHS and legislative requirements

Operate a two-way radio correctly and effectively

Check, clean and store equipment on completion of work and close down a TGS/TMP

Know the basic function of the TGS/TMP system

Locate and apply required legislations, documentation, policies and procedures including documentation required for worksite projects and required traffic management

Locate and apply required legislation, regulations, codes and procedures including Austroads Codes of Practice and WHS applicable to temporary traffic management.

Adapt to all work health and safety (WHS) and operational requirements

Use the site/location assessment, distinguish topographical landmarks and carry out authorised risk control

Conduct an onsite check of a TGS/TMP to identify any unexpected risks/hazards.

Plan for emergencies that may arise

Ensure spacing between signs and traffic control devices is in line with a TGS/TMP

Understand speed, environment,type and class of vehicles, traffic density, sight
lines, environmental conditions, weather patterns and surface type.

Maintain traffic incident reports.

Monitor traffic controllers

$300.00 course fee

Xmas Special course fee:   $210

(inclusive of 90-day SafeWork NSW Statement of Completion certificate, Trans-Plant Training Pty Ltd Statement of Attainment, and SafeWork NSW Traffic Control Work Training Card

$115.00 one (1) on-site final assessment with a SafeWork NSW Accredited Assessor (if an employer testimonial CAN BE completed).

All documentation must comply with SafeWork NSW requirements.


    • Classroom activities
    • Theory questionnaire and group activities
    • Minimum practical traffic control simulation using full scale devices and vehicles in controlled and safe environment

Entry Requirements

  • Must be 17 years of age and above
  • Must provide Evidence of Identity for 100 points (original documentation)
    • Evidence to demonstrate Australian / New Zealand Citizenship or Residency
    • Failure to meet the ID requirements means you cannot commence the course
    • Overseas Student Visa holders are NOT permitted to enrol in this course
  • Have physical ability to complete practical assessments
  • Attend Trans-Plant Training Language, Literacy and Numeracy (LLN) test
  • Must provide a Unique Student Identifier (USI)

Assessment Requirement

    • Assessments are to be completed as per the RII Resources and Infrastructure training package requirements, whereby all units of competency must be assessed on the job via 3 (three) separate live projects (in the context of traffic control at worksites)


      Assessments will include:

      • Theory questionnaires and activities
      • On the job practical application and observation (by a SafeWork NSW approved assessor)
      • Provision of workplace samples and documentation (completed and signed employer testimonial, 3 x Safe Work Methods Statements (SWMS), 3 X Road Occupancy Licence (ROL)/Permit, 3 x Logbook entries, 3xTraffic Guidance Scheme (TGS)). All documents must be for three (3) different work shifts.

On Completion


On successful completion of Traffic Management Implementer, participants will be issued with a Statement of Completion by Trans-Plant Training Pty Ltd, and a SafeWork NSW Traffic Control Competency Card issued by SafeWork NSW
